The bearers in Cambs may belong here or to (2), or may point to a third (currently unexplained) origin.
Perhaps occasionally from Fulston Manor in Sittingbourne (Kent), which is recorded as Fughelestun', Fugeleston', Fuelestun' in the 13th century.
The place-name has the same etymology as Fulstone in (1).
