They are both civil. The documents that I linked to would have been prepared a few weeks before the marriage.
The civil officer in charge would consult baptism books, the civil registry etc. to make sure that permission was given by the family, or if parents were deceased that they were indeed deceased. Also that no marriage would happen between close blood relations. Military certificate to make sure the groom had fulfilled his military obligations. If marriage is not the first a search would be done to make sure that the previous spouse is indeed deceased.
The documents you attached would be prepared on the day of marriage after all this preparation work is completed.
