It has been that way since 1874.
A mother can't name a man as the father of her child on a birth registration unless :
a) She is married to him or,
b) He is there to sign the register as "joint informant".
But there has always been the option for a court to make an order to allow it, which is what happened in this case - not really news, just a system working as it has for a very long time.
